About Us

Lack of access to Information and Communication Technologies (ICTs) is a major developmental challenge as recognised by various national and global mandates such as the Digital India programme or the World Summit on Information Society. Digital inclusion of marginalised communities can eradicate of poverty and help achieve Millennium Development Goals (MDGs). Hence, since 2007 DEF has been setting up CIRCs
Digital Access, Information & Empowerment for All

Community Information Resource Centres (CIRCs) are communitydriven, bottom up public space that seeks to bridge the information and access divide and transform under-served communities into information-empowered communities. A typical CIRC is enabled with computers, cameras, printers, projectors, scanners, internet, wi-fi and broadband. They are run by enthusiastic, young and passionate community members who understand the meaning of information and how it can empower communities of all class and cadre through all possible means like digital literacy, ICT skills, employable skills, English, entertainment, health, agriculture, entrepreneurship, RTI, e-gov services, digital services and so on. CIRCs at different locations may undertake different kinds of activities and offer different packages of services but all of them facilitate digital access for all and avail their daily needs using digital and communication tools.

Pankaj Jha

Project Assistant
With a past experience in networking and hardware engineering, Pankaj joined Digital. As a part of the CIRC project, Pankaj has been connecting with the grassroots by interacting with communities, understanding their needs and aspirations, and encouraging them to make digital a part of their lives.

Dhanraj Dabi

Coordinator
Dhanraj Dabi has been working as the coordinator of CIRC Nichlagarh since 2015. Before he started working at the centre, he had little idea about the village and the community. To understand and mobilise the community on digital literacy, he held meetings with the community members including panchayat members

Jakir Khan

Master Trainer
He works closely with the community members and holds sessions on digital literacy and makes them aware of the services available at the centre. He teaches computers at the centre to both adults and children, and holds classes in schools that a farther away from the centre.

Leela Kumari

Trainer
She conducts digital literacy classes and facilitates access to information and digital services at the centre. She actively mobilises, community members, especially, women and young girls, to visit the CIRC and become digitally literate and make the most of the services available there.
